As the Federal Government embarks on an ambitious reform process for Australia's Federation, CEDA will be making an important contribution to the debate by releasing a volume of perspectives on Australia's federal system and a reform agenda to make it more effective and efficient. The report will examine key issues, including:

  • Taxation arrangements - who should collect what;
  • Issues of overlap, duplication and confused accountability;
  • Roles and responsibilities for federal, state and local government; and
  • Regulatory reform, efficiency and effectiveness.

Meet the keynote speaker

Dr Ian Watt AO
Secretary, Department of the Prime Minister and Cabinet

Dr Watt was appointed Secretary of the Department of the Prime Minister and Cabinet in September 2011. He was previously Secretary of the Federal Departments of Communications, Information Technology and the Arts (2001 to 2002), Finance and Deregulation (2002 to 2009) and Defence (2009 to 2011). In June 2008, he was made an Officer of the Order of Australia and is a National Fellow of the Institute of Public Administration in Australia.

Professor Percy Allen AM

In Virtual local government, Percy examines the efficiency and effectiveness of Australian councils and their speed, scope and specificity in delivering services. Percy was Secretary of the NSW Treasury and Chairman of the NSW Treasury Corporation between 1985 and 1994. In 1996, he was awarded an Order of Australia for his contributions to public sector reform.

Tanya Smith
CEDA contributing author, A Federation for the 21st Century, Principal, Nous Group

In Roles and responsibilities in the Federation, Tanya presents a practitioner's perspective on unpicking federal entanglements. Tanya leads Nous Group's central government agency and public policy reform work. She has worked in both state and federal governments and was formerly Deputy Chief Executive of the South Australian Department of the Premier and Cabinet.

Brad Vann
CEDA contributing author, A Federation for the 21st Century

In Providing public infrastructure in Australia, Brad and Bree O'Connell discuss the disconnect between revenue raised and infrastructure planning and delivery within the Federation. Brad has worked with governments, sponsors and banks on many of Australia's largest and most complex projects over the last 30 years and is a regular commentator on issues relating to the financing and funding of infrastructure.
